I can pretty much guarantee that her wearing that outfit wasn’t an accident or a tribute to Spring. Jill (I’m a DOCTOR, dammit!) is making a political statement here. She’s already trying to impress certain voter classes that Gropin’ Joe is her choice for President, and he should be theirs, too.
