The way I use ’em…
Missile: ballistic weapon (snowball to ICBM)
Rocket: flying vehicle with momentum engine carrying all of its own propellants (no atmospheric air needed). In my world, that’s limited to boosters that put satellites and spacecraft above the atmosphere and on-board thrusters.
I don’t insist, it’s just shorthand. The patois varies
